Stakeholder and Permits Mandate
When consent barriers are on the critical path, we coordinate the parties, evidence and engagement route
needed to secure a credible consent pathway and protect the project timeline.
Service Description
Global Coalition runs stakeholder and permit mandates for infrastructure, energy, data infrastructure, mining, water and industrial projects where consent is on the critical path.
We coordinate landowners, utilities, councils, environmental bodies, community stakeholders and specialist advisers to resolve consent barriers and move the project toward a defined approval, agreement or access milestone. Where the success trigger is clear, fees are tied to the consent obtained or barrier removed.
Consent barriers are one of the most common causes of infrastructure project delay and cost overrun. A wayleave that will not clear. A planning application that has stalled. An environmental body that has raised concerns the project team cannot resolve alone. An objection from a party the project team did not identify early enough.
The difference between a consent process that moves and one that stalls is almost always the same: the wrong people managing the relationship with the decision-maker. Consent processes are managed relationships as much as they are technical submissions.
Our Process
Stakeholder mapping and consent audit. We map every party with a consent, a right, or an interest that could affect the project's ability to proceed. We assess the current position with each party and identify the consent barriers most likely to cause delay or block delivery.
Engagement strategy. We design a structured engagement approach for each stakeholder group. For landowners and utilities, direct negotiation with defined terms and a timetable. For planning authorities and environmental bodies, a coordinated submission and response programme built around the decision-maker's specific requirements.
Parallel track coordination. We run consent processes in parallel where the timetable allows, coordinating planning, environmental, land access, and utility consent workstreams against a single project milestone calendar.
Completion. We advance the mandate to the defined consent milestone. Planning permission granted. Environmental permit issued. Wayleave or easement executed. The fee triggers when the consent is obtained, not when the application is submitted.
Ideal for:Energy and grid infrastructure projects needing planning consent and grid connection agreement across multiple land parcels and utility interfaces. Data centre and AI infrastructure developments where planning consent, power connection, and environmental screening are running in parallel. Mining and critical minerals projects needing land access consents, environmental impact consents, and community agreements across multiple jurisdictions. Water infrastructure projects needing abstraction licences, discharge consents, and catchment stakeholder agreements.
We will confirm the consent barrier, the stakeholders, the approval route and the fastest credible path to a decision. Confidential. No obligation. Straight commercial view.
